Carmen Leo
Carmen, Partner of the Firm, has gained significant experience in civil and administrative law (specifically in the areas of public procurement, concessions, and PPP).
In the early years of her career, she founded her eponymous law firm and focused primarily on various M&A transactions and contract work, particularly in the field of real estate development, creating innovative solutions that were highly valued by clients and the market. She has recently cultivated and refined her expertise in the real estate, building, and construction law sectors; in this context, she has carried out major transactions at the national level, particularly in the area of project financing concessions, providing out-of-court assistance and advice for the construction of numerous hospitals, strategic highway infrastructure, and universities, assisting both public administrations and private economic operators. These advisory activities have ranged from the tender phase to the management of individual stages of the procedure during the complex advertising phases, through to the award, execution, and acceptance of the works, as well as pre-litigation and litigation phases, including at the arbitration level and before Technical Advisory Boards. Another area of practice in which he has gained experience, both from a commercial and contractual perspective, relates to publicly owned companies.
He was finally able to refine his skills by focusing on the issues that characterize the dynamics and significant interactions between public and private contractors.
She collaborated for several years with the departments at the University of Milan under Prof. Giorgio De Nova and Prof. Ugo Carnevali and taught private and commercial law for 10 years as an adjunct professor at the Polytechnic University of Milan; she served for several years on the editorial board of the journal “I Contratti” (IPSOA) and is the author of numerous publications and several books.
She graduated in Law from Università Cattolica del Sacro Cuore in 1990 and is admitted to the Milan Bar. She is fluent in both Italian and English.
In 2025, she was awarded "Lawyer of the Year – Infrastructure & Public Private Partnership" at the Legalcommunity Real Estate Awards 2025.
